Quick answer: CONTROL Resonant A New Directive is an Altered Item / Panopticon-chain side story. Entity Fra Mauro (posing as cafeteria worker Fred) wants to be FBC Director. You build a fake Director’s Office containment and seal him — you cannot brute-force the mind-control aura.

How to start

Listen for the garbled radio / mystery caller near the Central Field Office. Trace the broadcast to the cafeteria container module on the exterior stairs.

Containment steps

Locate the cargo container labeled like a Field Office Director’s Office.
Place marked furniture (chair, table, lamp, fan, cones) on the yellow X marks inside.
Fred refuses until a Director’s portrait hangs — follow the log to paint / place Fra’s portrait.
Talk to Zoe at the Watchtower so she snaps Dylan out of the trance.
Radio Fra that the office is ready, return, and hit the exterior panel to seal the blast door.
