CONTROL Resonant Zoe’s Briefing — Watchtower Handoff
Quick answer: CONTROL Resonant Zoe’s Briefing starts automatically after The Hedron Link (Zoe radios Dylan). Go to the Central Watchtower, talk to Zoe, and the briefing ends. It unlocks Maintenance Protocol and usually New Growth (if not already active via Park Level 6 clearance). No combat reward — it’s a handoff quest. Unofficial companion.
How to start
- Finish main mission The Hedron Link.
- Zoe contacts you by radio → Side Story Zoe’s Briefing appears.
- Fast travel / return to Central → Watchtower (activate the Watchtower Fast Travel door early in the campaign if you haven’t).
What to do
- Enter Zoe’s observation office in the Watchtower.
- Talk through the briefing (optional lore questions are fine).
- Quest completes — check Quest Log for Maintenance Protocol and New Growth.
What it unlocks

| New Growth | The Park / Underhill | Walkthrough |
Not this quest: Meeting Zoe during early Welcome to Manhattan is a different Watchtower beat — Zoe’s Briefing is the late-story handoff after The Hedron Link.
